Request for Qualifications for
Underwriting Services for the Sale of Pension Obligation Bonds
The City of Quincy acting through The Municipal Finance Department is seeking proposals from potential Contractors in accordance with Massachusetts General Law chapter 30B. This Request for Qualifications (RFQ) sets forth the procedures and requirements to be employed by the City of Quincy in the selection of an underwriter(s) for the sale of pension obligation bonds on a negotiated basis.

Minority-owned, Women-owned, and Emerging Small Business Enterprises will be afforded full opportunity to submit their proposal in response to this solicitation and will not be discriminated against on the grounds of race, color, sex or national origin in consideration for an award of any contract entered into.
Bids/Proposals will be received at the Purchasing Office until the time and date stated above, at which time and date they will be opened and registered. Late Bids/Proposals, delivered by mail or in person, will be rejected.

The City of Quincy reserves the right to withdraw the Request for Proposal; to reject any and all proposals; and to accept any proposal deemed to be in the best interest of the City of Quincy.
