Van Luu joined Russell Investments as head of currency and fixed income strategy, a spokesman said.
The position is new, and Mr. Luu is based in London. He reports to Andrew Pease, global head of investment strategy, and contributes to portfolio positioning recommendations.
Mr. Luu is responsible for formulating the Russell's views on the outlook for currency pairs used in different currency trades, and will work with the currency management and trading business to develop currency hedging strategies.
Russell has $271.5 billion in assets under management.
Mr. Luu was previously a senior analyst for investment policy and allocation strategies at Norges Bank Investment Management, said a news release from Russell. A Norges spokeswoman said the firm does not comment on employees. NBIM is the in-house manager for the 7 trillion Norwegian kroner ($888 billion) sovereign wealth fund Government Pension Fund Global, Oslo.
