Nancy Williams joined William M. Mercer in Denver as a national public pension fund consultant, a new position.
Ms. Williams was deputy executive director and general counsel for the $14 billion Public Employees' Retirement Association of Colorado, Denver. A fund official said a replacement has not yet been chosen.
Thomas W. Keffer, who formerly headed Bankers Trust's financial advisers services group in New York, joined Van Eck Securities Corp., New York, as senior managing director and director of Van Eck Global New York, a new position.
The unit will market to and service investment managers and advisers.
Mr. Keffer's duties at Bankers Trust (specifically called BT Institutional Services) have been assigned to Matthew Kissner, a managing director.
Theresa Ghilarducci, formerly an assistant professor of economics at Notre Dame University, Notre Dame, Ind., was named assistant director of employee benefits for the AFL-CIO in Washington. She replaces Meredith Miller, who is the deputy assistant secretary at the Department of Labor.
MacKay-Shields Financial Corp., New York, promoted Denis P. Laplaige, managing director and head of the firm's equity division, to president, a new position.
Richard Claiden left Chemical Bank, New York, where he was managing director-global derivatives operations and technology, to join Canadian Imperial Bank of Commerce as manager of global derivatives operations for its CIBC/Wood Gundy Financial Products unit. Officials at Chemical couldn't be reached concerning Mr. Claiden's replacement.
David Kostin joined Goldman, Sachs & Co., New York, as vice president of investment research, with responsibility for real estate. Mr. Kostin said the position is an addition to the staff. He formerly served as a vice president and co-head of real estate research with Salomon Brothers, New York, where Jonathan Litt, co-head of research, will take over Mr. Kostin's duties.
David J. Pittman resigned as director-trust investment services for Northern Trust Bank of Texas to head Bank of America's institutional trust services department in Dallas, a new position. He has not been replaced.
Ian Jones joined Marco Consulting Group in Chicago, leaving his position as vice president-director of Taft-Hartley marketing for ASB Capital Management Inc., Washington.
An ASB spokeswoman said a replacement for Mr. Jones had not been named.
Joseph D. Brickner joined Rabobank Nederland North America in New York as vice president-stable value products manager. In the newly created position, Mr. Brickner will expand Rabobank's presence in the defined contribution marketplace with stable value and GIC/BIC alternatives, including several new products with actively managed wraps.
Mr. Brickner was a vice president of stable value products in the derivatives unit of Chemical Bank, New York. A Chemical spokesman said no decision has been made on a replacement.
Sally Tennant was named managing director of Gartmore Capital Management Ltd. in London.
She remains head of Gartmore's European equities desk.
Also, Greg Cremen has been named a director of Gartmore Capital, with responsibility for marketing offshore funds.
Dennis J. Hamilton is joining small-cap manager Capital Technology Inc., Charlotte, N.C., to manage a midcap value equity portfolio. He was a consultant with William M. Mercer in Dallas, where he has not been replaced.
William C. Seeger was named vice president and treasurer of TRW Inc., Cleveland. Mr. Seeger, previously vice president of finance of TRW's Information Systems & Services, will oversee cash management and banking activities, foreign exchange, domestic and international financing, investor relations, risk management and insurance. He replaces Ronald P. Vargo, who was named vice president, planning and development, for the firm's automotive electronics group.
Michael Ravensbergen is the new business executive of Chase Manhattan Bank's Hong Kong office, with oversight of global custody operations for Asia, said a Chase spokeswoman.
Mr. Ravensbergen moves from Chase's mutual fund operations. He succeeds Mark Huber, who will return to New York to a position in global product development and marketing.
