Bruce Curwood, formerly treasurer of the University of Toronto, joined Frank Russell Canada in Toronto as a strategic consultant. He is replacing John Osborn, who is moving to Russell's Tacoma, Wash., office next year.
Stuart Budden, treasurer of McGill University, Montreal, is replacing Mr. Curwood at the University of Toronto. Mr. Budden has not yet been replaced at McGill.
Kirk Hartman, formerly managing director and chief operating officer of global asset management for Lehman Brothers, joined Bank of America as a senior vice president and head of its new fixed-income division. He won't be replaced at Lehman
