Kalson & Associates, consultant to the $470 million Retirement Board of Allegheny County, Pittsburgh, recommended the fund begin investing internationally. The proposal, part of the results of an asset allocation study, is expected to be presented to the board in April, said Gerard Bergman, executive director. The fund could invest about $20 million overseas.
