Thomas K. Philips was named CIO of Paradigm Asset Management, a new position. He had been managing director of advanced research with Symphony Asset Management, where he has not been replaced. Paradigm also hired Russ Ewing as a portfolio manager. He was an international portfolio manager with State Street Global; officials there declined to comment on who replaced him.
Jennifer Silver will head a new growth-oriented investment group for Neuberger & Berman in a new Boston office. Ms. Silver also will manage the firm's $600 million Manhattan Fund and about $800 million for variable annuity programs. She replaced Mark Goldstein, who now will focus on separate account management. Ms. Silver had been at Putnam, where she ran midcap growth stocks and the $3.5 billion Putnam Vista Fund. A Putnam spokesman said Ms. Silver's team colleagues will assume her duties
