San Francisco City & County Employees' Retirement System approved expanding the amount Brinson Partners, a global fixed-income manager for the fund, could invest in emerging market debt to 10% from 5% of assets under management for the plan. Brinson Partners' portfolio for the $10 billion pension fund is about $389 million. Consultant Asset Strategy Consulting recommended the change, saying it will allow Brinson increased flexibility to add value to the portfolio.
