Pennsylvania Municipal Retirement System, Harrisburg, will shift assets into a Russell 1000 value fund from State Street Globals S&P 500 index fund in a rebalancing back to value equity, said James Allen, secretary. State Street manages $120 million in an S&P 500 passive portfolio. The amount to be shifted to the value mandate is still undecided. The $930 million fund decided to take assets from the passive portfolio and not punish active growth managers for their good performance, Mr. Allen said.
