Ann L. Combs was named vice president and chief counsel, retirement and pension issues, at the American Council of Life Insurance. Ms. Combs, who previously was a principal in the Washington office of William M. Mercer, replaces Stephen W. Kraus at the ACLI. He is leaving next week. Ms. Combs will begin June 21. A Mercer representative said Ms. Combs’ duties are being assumed by Harry J. Conaway and Erin Kramer.
