Description
MISSION: Participate as a member of the team managing the Permanent School Fund assets in a sound and prudent manner for the benefit of all Texans.
On or after January 1, 2023, all Permanent School Fund positions will transfer from the Texas Education Agency to the Texas PSF Corporation, a recently formed special-purpose governmental corporation. Staff benefits, including insurance and retirement, will remain with the Texas Employees Retirement System. All PSF staff participate in a performance incentive plan.
POSITION OVERVIEW: The Texas PSF Corporation is seeking a talented individual to join a team of professionals at the Texas Permanent School Fund (PSF) Corporation, a $55 billion perpetual public fund endowment that helps finance the state’s public school. This position reports to the Managing Director of Administration and is responsible for developing and executing human resources strategy in support of the overall business plan and strategic direction of the PSF, specifically areas in the talent management, change management, organizational and performance management, training and development, compensation, and benefits. This position works across all divisions and is vital to the success of continued, effective, and efficient operation of a public endowment. This individual will collaborate with PSF Senior Leadership Team regarding all aspects of the corporations’ human resources.
The ideal candidate will have significant experience leading and developing a successful human resources team. A keen understanding of the role of human resources within an organization is key, such as recruitment, retention, and utilize the best parts of the team to achieve success.
The professional selected for this position will work under minimal supervision with extensive latitude for the use of initiative and independent judgment; and is expected to help the PSF meet its performance goals and support the Texas PSF Corporation in fulfilling its strategic priorities.

ESSENTIAL FUNCTIONS:
- Responsible for leading hiring managers in planning and implementing human resources and practices. This role manages the human resources services to all PSF corporation employees.
- Establish and implement HR strategies that effectively communicate and support the corporation’s mission and strategic vision.
- Develop HR and talent management procedures and strategies to support the achievement of the overall business and cultural goals of the PSF corporation. In consultation with general counsel and any external consultants.
- Function as a trusted advisor to PSF leadership of each functional area regarding key organizational change and management issues.
- Develop comprehensive strategic recruiting, onboarding and organizational development, and retention plans to ensure the building of capacity and capability of the PSF.
- Recommend comprehensive compensation and benefits plans.
- Provide overall guidance to the HR function by implementing and overseeing the talent acquisition, onboarding career development, succession planning, retention, leadership development, compensation, and benefits, and all employee relations.
- Lead PSF initiatives and programs as instructed by Managing Director of Administration related to innovation, continuous improvement, diversity and inclusion, and cultural development.

Qualifications
MINIMUM QUALIFICATIONS:
Education: Graduation from an accredited four-year college or university. MBA or MA/MS in human resources or related field is preferred.
Experience: Minimum of 10 years of human resources experience, with at least 5 years of Executive HR experience and at least 5 years’ experience as a strategic generalist. A thorough knowledge of HR and employment related laws is required.
OTHER QUALIFICATIONS:
- Strongly prefer SHRM Senior Certified Professional(SHRM-SCP) or SHRM Certified Professional (SHRM-CP) certification or equivalent.
- Full understanding and mastery of the Talent Management Life Cycle
- Strong track record of human resources management.
- Excellent communication versatility. Excellent verbal and written communications skills.
- Highly effective interpersonal and conflict resolution skills.
- Knowledge of financial markets.
- Experience leading organizational change and development.
- Effective analytical and problem-solving skills.
- Knowledge of and experience with various human resources information systems.
- Proven ability to operate as an internal consultant, trusted advisor, and business partner.
- Proficient with Microsoft Office Suite or related software.
- Ability to motivate and influence others where there is not a direct reporting relationship.
- Ability to adapt to unexpected tasks and work in an environment that requires short turnaround times and the possibility for work outside normal working hours.
- Exhibits a strong work ethic, is reliable, and works effectively and collaboratively as part of a team.
- Flexible and organized and handles multiple and shifting priorities while paying attention to details; uses sound, independent judgment to make decisions. Willing to fill a need, solve a problem, anticipates risks, and demonstrate initiative that strategically advances efforts of the Fund.
