The New York City Comptroller’s Office is responsible for oversight of the investment portfolios of the New York City Retirement Systems (NYCRS/Systems). This $240 billion portfolio is primarily managed by external investment managers, and is largely invested in publicly traded securities, with significant allocations to private equity, real assets, hedge funds, and opportunistic fixed income investments. The Major Responsibilities of the Deputy Chief Investment Officer (DCIO) include the following:
- Work in close collaboration with the Chief Investment Officer executing the leadership responsibilities for the Bureau of Asset Management;
- Support the CIO in executing strategic and tactical initiative across all areas of BAM;
- Take ownership of projects and programs designed to improve the operational efficiency of BAM and deliver “relationship Alpha” and strong investment perform to the five Pension plans and their trustees;
- Advise and assist in developing the investment policies, asset allocation and selection of investment advisors and consultants for NYCRS to generate sufficient risk-adjusted returns that meet fund liabilities and manage risk and volatility;
- Support delivery of a rigorous and comprehensive risk management policy and approach for individual investments as well as the overall investment portfolios of the pension funds;
- Work collaboratively with the CIO and members of BAM supporting the Trustees of NYCRS toward mutual fiduciary goals and fulfillment of the funds’ investment policies;
- Facilitate engagement with, and utilization of, Minority and Women-owned Business Enterprises (M/WBE) and emerging manager firms;
- Support and facilitate coordination and communication among all divisions of BAM to ensure efficiency and soundness of operations and compliance with best institutional practices commensurate with an institutional investor of like size and scope;
- Help promote the highest standards of integrity and professionalism within BAM, the investment process and the governance of the pension funds; and,
- Perform other duties and assignments as may be required.
QUALIFICATION REQUIREMENTS
We seek candidates with ten (10) or more years of significant and progressively responsible executive level management experience in asset allocation, investment strategy and portfolio management in large and complex organizations with exposure to public retirement systems. A post-graduate degree or certification in finance, investment banking, economics, business or closely related fields is strongly preferred. The successful candidate’s education and experience will reveal a continuous pattern of distinction, accomplishment and integrity.
