PSERS, located in Harrisburg, is searching for a Chief Investment Officer to lead their $75 billion investment program. This is an exciting opportunity to join the leadership team at one of the largest public plan sponsors in the country dedicated to serving public school employees for over 100 years.

The Board is the governing fiduciary over the System including the investment program and appoints the CIO. Reporting administratively to the Executive Director, the CIO is the central point of responsibility and accountability for the investment program and leads a team of 70.

Assets are managed both internally by PSERS investment staff (60%) and externally by institutional managers. For FY2021, investment returns were 24.58%, net of fees, compared to the policy benchmark of 20.58%. For the 25-year period ended June 30, 2021, PSERS posted a positive return of 7.7%, which is above the 7.0% actuarial return assumption.

An exceptional and strategic investment leader with broad asset class knowledge and institutional experience is needed to lead this complex investment program. A bachelor’s degree, ten years of progressively responsible experience in institutional investment management or consulting, experience in a senior role managing large investment teams, and a positive track record of performance as compared to appropriate benchmarks are required.
