Sean Hagerty will become head of Vanguard Europe, effective at the end of this year, as part of a reshuffle at the firm.
Mr. Hagerty will succeed John James, who is to relocate to Vanguard Group's U.S. headquarters to lead the firm's global human resources division as managing director. Mr. James will replace Kathleen Gubanich, who is retiring at the end of 2016. He will join the senior leadership team and report to F. William McNabb III, chairman and CEO.
Mr. Hagerty will join the international leadership team, reporting to James Norris, managing director and head of Vanguard's international business.
He is currently principal and global head of the portfolio review department. A spokeswoman for Vanguard said Mr. Hagerty's position will be assumed by Jonathan Cleborne, who for the past two years has led the product strategy function within the portfolio review department. That department is responsible for new strategy development and product management.
Vanguard's European operations have more than $116 billion in assets under management.
