Illinois Student Assistance Commission, Springfield, is searching for two active international all-cap equity managers to run between $75 million and $85 million for the $952 million College Illinois Trust Fund, the state’s prepaid tuition program, said Kevin Kelly, procurement officer.
Commingled funds are preferred, and the strategies will be benchmarked to the MSCI ACWI ex-U.S. IMI index or a similar index.
The search is being conducted due to the upcoming contract expirations of certain incumbent managers. Further information on the incumbents and whether they are able rebid could not immediately be learned.

Interested firms should be registered in investment consultant Callan Associates’ manager database by 5 p.m. CDT on May 6. Proposals are due by 2 p.m. CDT on June 10. A timeline for a hiring decision could not immediately be learned.
