Kirk Stebbins was named chief investment officer of the $13.7 billion Oklahoma Teachers' Retirement System, Oklahoma City, said Tom Spencer, executive director, in an e-mail.
OTRS has not had a chief investment officer since 2009. Executive search firm EFL Associates assisted with the search, which was launched earlier this year.
CIO duties were being handled by the pension fund's investment committee, investment consultant Gregory W. Group, Mr. Spencer and an investment analyst.
Mr. Stebbins joins the pension fund from the $2.1 billion Austin (Texas) City Employees' Retirement System, where he was CIO.
A search has been launched for his replacement. Christopher D. Hanson, executive director at COAERS, could not be reached for additional information on the search by press time.
Mr. Stebbins was chief investment officer at the $8.6 billion Oklahoma Public Employees Retirement System, Oklahoma City, where he worked with Mr. Spencer from 2003 to 2008. Mr. Stebbins was hired as OPERS’ first CIO in 2000 and departed in 2008 to join the Austin plan. Mr. Spencer joined OPERS in 2003 as executive director and departed last year to join Oklahoma Teachers.
