Oregon voters decided against amending the state Constitution to create an endowment fund to increase student-aid grants.
The ballot initiative, Measure 86, would have authorized the Oregon Legislature to seed the endowment either through general obligation bonds, direct legislative funding or private donations, said Michael Cox, spokesman for state Treasurer Ted Wheeler, who spearheaded the effort.
“Measure 86 sparked a vibrant conversation about higher education in Oregon. I am committed to continuing that conversation because we must do a better job of connecting Oregonians with the education and skills they need to compete in today's economy,” Mr. Wheeler said in a written statement.
