Sam Masoudi was named chief investment officer of the $7.2 billion Wyoming Retirement System, Cheyenne, confirmed Executive Director Ruth Ryerson.
Mr. Masoudi will start Dec. 3; he was managing director, investment office, at Tulane University, New Orleans.
Mr. Masoudi replaces John Johnson, who was dismissed in April after pleading guilty on March 18 to Securities and Exchange Commission charges of insider trading that involved the acquisition of Foundry Networks by Brocade Communications in 2008.
Mike Strecker, Tulane University spokesman, said the university expects to begin a search for his replacement early next year.
The Tulane University investment office oversees the university's $961 million endowment.
