Ray Joseph turned down the job of general manager at the $15.9 billion Los Angeles Fire & Police Pension System, Mr. Joseph said.
The board on Thursday will decide whether to extend the term of William S. Raggio as interim general manager. Mr. Raggio's term expires May 5, said Dean Hansell, board chairman. The board is also expected to determine on Thursday how it will proceed to fill the position.
Mr. Joseph had been selected in April after Los Angeles Mayor Antonio R. Villaraigosa twice vetoed the board's selection of Mr. Raggio as general manager.
Mr. Hansell said that possible scenarios for filling the general manager position could include launching another nationwide search; considering people known to the board, which could include finalists from the prior two searches; and considering potential candidates who had missed the application deadline from past searches.
