Mr. Pena replaces Russell Crosby, who retired last year. Mr. Pena's first order of business will be to find a new chief investment officer, Mr. Vossbrink said in a telephone interview. Carmen Racy-Choy resigned as CIO in July.
Mr. Pena was deputy administrator for the $2.9 billion Puerto Rico Employees' Retirement System, Hato Rey. Spokesmen for the Puerto Rico pension plan could not be immediately reached for information on Mr. Pena's replacement.
