James M. Delaplane Jr. will join Vanguard in September as a principal and leader of the firm’s government affairs office in Washington.
The position is new. Mr. Delaplane will report to Ann L. Combs, principal-government relations.
Mr. Delaplane is a partner at the Washington-based law firm Davis & Harman, focusing on retirement and savings policy.
In a telephone interview, Ms. Combs said that with regulation of financial services “in play” to an unusual degree today, having someone with Mr. Delaplane’s experience in Washington to represent the interests of Vanguard’s shareholders is crucial.
Craig R. Springfield, a partner with Davis & Harman, said while Mr. Delaplane will be missed, Davis & Harman is bringing in two veterans to continue building its retirement practice. Derek Dorn joined the firm this week as a partner from the office of Sen. Jeff Bingaman, D-N.M., where he served as senior finance counsel. Michael L. Hadley will join soon as a partner from the Investment Company Institute, where he served as associate counsel-pension regulation.
