James R. Wilbanks today was named executive secretary of the $8.7 billion Oklahoma Teachers Retirement System, Oklahoma City, effective Jan. 1, confirmed spokeswoman Jacqueline Shannon.
He will replace Tommy C. Beavers, who is retiring Dec. 31.
Mr. Wilbanks will serve as deputy director of the system from Nov. 3 until he replaces Mr. Beavers.
Mr. Wilbanks is director of revenue and fiscal policy for the Oklahoma Treasurer Scott Meacham and administrator of the $400 million Oklahoma Tobacco Settlement Endowment Trust Fund and the $160 million EDGE Fund Board of Investors, both in Oklahoma City. Deputy state Treasurer Tim Allen said a search for Mr. Wilbanks replacement has not begun.
Mr. Beavers, who has worked at the system since 1970, has been executive secretary since 1988.
