El Paso County Retirement Plan, Colorado Springs, Colo., saw its unfunded liability drop 25.8% to $26.8 million in 2007, said David Klemmer, plan administrator. The $300 million plans funded status rose to 91.4% as of Jan. 1, from 87.7% a year earlier. The improvement came from the plans five-year smoothing actuarial calculations, which no longer include investment losses from fiscal year 2002, Mr. Klemmer said.
