John Winchester was named CIO of the $35 billion Pennsylvania State Employees Retirement System, Harrisburg, and Leonard Knepp was named executive director. Mr. Winchester, who has been the deputy CIO and director of public markets for the fund, also was named acting CIO earlier this year when Peter Gilbert resigned to become CIO of the $1 billion Lehigh University endowment, Bethlehem, Pa. Mr. Knepp was the assistant executive director of the retirement system until May, when Eric Henry stepped down as executive director to take the same post at the $14 billion Texas Municipal Retirement System, Austin. Recruiting firm EFL Associates assisted in the Pennsylvania searches.
Permanent replacements for Messrs. Winchester and Knepps previous positions have not yet been named, but action on filling the vacancies will be taken in the near future, said Bob Gentzel, spokesman for the retirement system.
