Illinois State Universities Retirement System, Champaign, is searching for up to three U.S. equity enhanced index managers to run a combined $500 million to $600 million, said Daniel L. Allen, chief investment officer of the $15.45 billion fund. Criteria include benchmarking to a broad domestic equity index such as the Dow Jones Wilshire 5000 or the Russell 3000, according to the RFP. The source of the funding hasnt been decided, but could come from reducing Dow Jones Wilshire 5000 index funds managed by Northern Trust, which total $2.4 billion, and BGI, which total $460 million, or from a rebalancing of the systems portfolio. Indiana Public Employees Retirement Fund, with $16.9 billion, and the $8.9 billion Indiana Teachers Retirement Fund, both in Indianapolis, are conducting a joint search for one or two firms to assist in implementing the states Sudan divestment law, including identification of companies with ties to the country and engaging the companies about ceasing activity there. The two funds could select different firms if officials of either believe it is in the best interest of the respective funds to do so, according to the RFP, which is available on their websites, www.state.in.us/perf and www.in.gov/trf. Proposals are due July 18.
San Francisco City & County Employees Retirement System is looking for a proxy-voting provider, said David Kushner, deputy director for investments for the $16.5 billion fund. The contract of incumbent Institutional Shareholder Services is expiring, and staff wants to review the landscape, Mr. Kushner said, adding that ISS is welcome to rebid. Proposals are due July 18.
University of Houston System issued an RFP for an investment consultant to oversee its $775 million in total endowment and other assets. The contract of incumbent Cambridge Associates will expire early next year; Cambridge will be invited to rebid, said Eric Gerber, university spokesman. Fonds de Reserve pour les Retraites, Paris, issued several RFPs. Officials of the e32 billion ($43.6 billion) fund are seeking a manager to run at least e500 million in a passive French equity strategy and a standby manager on the same portfolio, as well as a currency overlay manager to run an undisclosed sum. Officials at the fund are making French equity a separate asset class; it had been part of the funds eurozone strategy. Funding for the new equity investment comes from decreasing the eurozone strategy. Proposals are due Aug. 8, and further information can be obtained from FRRs website at www.fondsdereserve.fr. The currency overlay strategy is now managed by State Street Global Advisors, whose contract expires later this year. SSgA can rebid. FRR will also issue an RFP for active U.S. small-cap equities by the end of July and a separate RFP for a passive commodities manager in the fall. No other information was available.
Brookline (Mass.) Retirement System issued an RFP for an active international small-cap equity manager to run $10 million to $12 million, confirmed Frank Zecha, executive director. Its a new allocation for the $230 million plan. Officials are adding it for diversification. The funding source has not been determined, said James Meketa, chief executive officer of consultant Meketa Investment Group. Proposals are due by 4 p.m. EDT Aug. 6. The RFP is currently available on Meketas website at www.meketagroup.com/mgrCenter.php.
Oklahoma Tobacco Settlement Endowment Trust, Oklahoma City, will search this month for a manager to run about $38 million in active absolute-return global fixed income, said James Wilbanks, director of revenue and fiscal policy for state Treasurer Scott Meacham. It will be the $380 million funds first investment in global fixed income. Funding will come from terminating a market-neutral hedge fund run by Franklin Portfolio Associates, partly for performance, Mr. Wilbanks said. Paul Healey, executive vice president and chief operating officer at Franklin, was not available for comment at press time. New England Pension Consultants is assisting.
State of Wisconsin Investment Board, Madison, is searching for a private equity consultant for special projects, said Vicki Hearing, public information officer of the $93 billion fund. The board authorized staff to identify three to five private equity consultants for a shortlist search, although other private equity consulting firms that would like to be considered may contact SWIB, she said. The special project assignments will be for work where the boards existing private equity consultant, Hamilton Lane, has a conflict of interest or other due diligence issues. A selection isnt expected until fall.
