Plymouth County (Mass.) Retirement System named Victory Capital Management and Mesirow Financial as finalists in its search for an active domestic small-cap value equity manager to run $55 million, confirmed Bill Farmer, executive director of the $600 million system. Funding will likely come from an active domestic small-cap value strategy with a core tilt, run by Columbia Management. Columbia was not named a finalist, but Mr. Farmer would not say if Columbia would be terminated or if one of the finalists would be hired. Plan officials hope to make a decision later this month.
