The City of Phoenix (Ariz.) Employees Retirement System named Credit Suisse, PanAgora Asset Management and State Street Global Advisors as finalists in its search for a manager to run a $150 million real return strategy and AXA Rosenberg Investment Management and Batterymarch Financial Management as finalists in its search for a firm to run $83 million in international small-cap equities, according to minutes of the investment committee's Nov. 16 meeting, released today. The $2 billion fund issued RFPs last fall with consultant R.V. Kuhns assisting.

Separately, fund officials are increasing the allocation of midcap value equity manager Boston Co. by $20 million to $130 million, according to minutes of the fund's Nov. 2 special meeting, also released today.
