Norfolk County Retirement System, Canton, Mass., issued an RFP for an active domestic midcap value equity manager to run $37 million, confirmed Patrick LePage, chief administrator at the $533 million plan. Massachusetts Pension Reserves Investment Management, Boston, issued an RFP for an alternative investments consultant. Pathway Capital Management, PRIM's alternatives consultant for 15 years, will not rebid because company officials have decided to focus on private equity funds of funds rather than non-discretionary accounts, said Michael Travaglini, executive director of the $43.1 billion fund. Plymouth (Mass.) County Retirement System issued RFPs for two domestic midcap equity managers, a value firm to handle $55 million and a growth firm to run $40 million, confirmed Tom O'Brien, chairman of the board and treasurer. Officials of the $580 million pension plan will consider both active and passive strategies, according to the RFPs. Jeff Fabrizio, consultant with Wainwright Investment Counsel, the plan's consultant, said Putnam Investments manages the growth portfolio, while Boston Co. Asset Management runs the value mandate. The RFPs were issued because of poor performance, he added, but both firms are invited to rebid. Sinead Martin, spokesman for Putnam, said the firm values its "long-standing relationship with Plymouth and looks forward to continuing" that relationship in the future. Joe Ailinger, spokesman for Boston Co., said the firm "considers Plymouth County a valued client and we look forward to rebidding on this mandate." Middlesex County Retirement Board, Billerica, Mass., is searching for two emerging markets managers — one to run $21 million in equities and the other $12.5 million in debt — as well as an international fixed-income manager to handle $12.5 million, confirmed Gus Aristizabal, consultant with Wainwright Investment Counsel, which advises the plan. The $693 million system's current emerging markets equity manager, which Mr. Aristizabal would not identify, is shutting down its fund; the emerging market debt mandate is new and will be funded by a general rebalancing. The board's current international fixed-income manager can rebid, Mr. Aristizabal said; he would not identify the manager but said the search is part of the board's periodic manager review. Wayne MacDonald, deputy director for the plan, was not available at press time for comment. Proposals for the emerging markets RFPs are due 2 p.m. EST Nov. 1, while proposals for the international fixed-income mandate are due 2 p.m. EST Nov. 3. House of Commons' Parliamentary Contributory Pension Fund, London, issued an RFP for a manager to run an £8 million ($15 million) hedge fund-of-funds portfolio, said Ian Miller, assistant head of pensions. It's the £350 million pension plan's first move into hedge funds and will be funded from cash. Mr. Miller declined to provide further details. Leicestershire County Council Pension Fund, Leicester, England, issued a request for information from managers to run a £100 million ($186 million) absolute return strategy, said Colin Pratt, investment manager. The £1.9 billion pension plan will partially fund the portfolio with about £30 million in cash, and "the rest hasn't been decided," he said. Proposals are due Nov. 9.
