Cynthia Y. "Cindy" Rougeou was promoted to executive director of the $7 billion Louisiana State Employees' Retirement System, Baton Rouge, confirmed spokesman Byron Henderson. She will replace Robert Borden, who resigned earlier this month to become CIO of the South Carolina Retirement System Investment Commission, which oversees the $26 billion South Carolina Retirement System, Columbia. Ms. Rougeou was deputy director of LASERS and has been with the system since November 2002. System officials are drafting ads for a new deputy director to replace Ms. Rougeou, Mr. Henderson said.
