Texas Emergency Services Retirement System, Austin, is searching for an active domestic small-cap core equity manager to run $3 million to $5 million, potentially replacing Rice Hall James & Associates, according to Kevin Deiters, program director for the $40 million system. System officials are "looking to see if another manager offers us something better," Mr. Deiters said. A decision on whether to replace the firm is expected in April.
