John H. Hanley was named director of the legislative and regulatory department at the PBGC. He replaced Jim Armbruster, who was named acting director of the department after it was created in April as part of a reorganization. Mr. Armbruster became assistant chief counsel for benefits in the PBGC's office of chief counsel. Mr. Hanley was previously executive director of the North American Securities Administrators Association.
Richard O. Connell retired as vice president, treasurer and CIO of the $508 million Skillman Foundation, Detroit, said Bill Hanson, foundation spokesman. Mr. Connell, who managed the Skillman assets for about 10 years, is now a part-time consultant to the foundation and will officially leave next month. Andrea Cole, former assistant vice president and controller for the foundation, is now its treasurer and director of finance. Alan Harris, former director of investments, is the new CIO. Mr. Connell was not immediately available for comment.
RCM has put its search for international growth equity portfolio managers on hold, said T.J. Deutz, chief marketing officer. "We'll review where we are at the end of the second quarter," he said. "We haven't found the right team or senior individual to join." Executive search firm GF Parish Group, which was hired to conduct the search this summer, will continue to look, but the search is "not active," Mr. Deutz said. Four members of the RCM international growth equity team left the firm June 30. Since then, portfolio manager Ara Jelalian has managed the strategy.
