Nathan A. Chapman, former head of Chapman Capital Management, will be tried Dec. 19 in U.S. District Court in Baltimore on three counts of fraud, said Vickie LeDuc, spokeswoman for the U.S. Attorney's office in Baltimore. Mr. Chapman is accused of failing to pay $215,000 as part of a settlement reached in June with Allen Loucks, U.S. attorney in Maryland. The fraud charges are related to the purchase and sale of a Clarksville, Md., home in 1999. Mr. Chapman, who managed assets for the $30.1 billion Maryland State Retirement & Pension System, was sentenced to seven years in prison and instructed to pay more than $5 million restitution after being found guilty of defrauding the retirement system.
