The PBGC established a new insurance program department that will handle matters relating to plan sponsors, including litigation, compliance with federal pension law and terminations of fully funded pension plans. Terrence Deneen was appointed head of the department. He was the agency's principal deputy general counsel. Jeffrey B. Cohen was appointed head of the office of chief counsel in the new department; he will be the key contact for plan sponsors on issues relating to federal pension law and bankruptcy litigation involving ongoing and terminated plans. John L. Spencer will be head of the department's division of insurance supervision and compliance; he will be the key contact for matters concerning the financial condition of employers and their pension plans. Also, John Foster was appointed acting manager of a new multi-employer program division, which is part of the insurance program department. James M. Armbruster was appointed acting director of a new legislative and regulatory department, which will deal with outside pension groups.
