Kirsten Snow Spalding was named chief deputy treasurer for the state of California, the top staff member of state Treasurer Phil Angelides. She is the permanent replacement for Anne Stausboll, who had been heavily involved in pension issues. Ms. Stausboll earlier this year was named assistant executive officer for investment operations at the $164.3 billion California Public Employees' Retirement System, Sacramento. Ms. Spalding previously served as chief of staff for the California Labor Federation.
