Kym Hubbard and Emily Reed will join the $10.3 billion Illinois State Board of Investment, Chicago, as, respectively, portfolio analyst-emerging managers and compliance officer, both new positions. Ms. Hubbard is scheduled to start July 1; Ms. Reed, Aug. 1. Ms. Hubbard was an independent consultant in fixed-income sales. She will oversee the board's effort to step up inclusion of emerging managers for public-market equity and fixed-income assignments, said William Atwood, executive director. She will also help create a database of emerging managers, including minority- and women-owned firms. Ms. Reed is a recent graduate of the Chicago-Kent College of Law at the Illinois Institute of Technology, Chicago.
