Adriana Rubalcava was named interim retirement plan manager of the $5.7 billion Los Angeles Water and Power Employees' Retirement Plan. She was executive assistant to the chief administrative officer of the water and power department. She replaces Duamel Vellon, who is on administrative leave for alleged mismanagement. Mr. Vellon was put on administrative leave a few weeks after board members fielded complaints that income statements sent to retirees could expose the retirees to IRS penalties, according to published reports. Mr. Vellon denied any responsibility for the error and called for an external audit of the fund.
