St. Louis Police Retirement System selected Clay Finlay to run $33 million in a commingled international equity account, pending contract negotiations, said Stephen Olish, administrative director. The $672 million plan terminated the portfolio's previous manager, Putnam, in October following market-timing accusations against the firm; the money was parked in an S&P 500 index fund run by Northern Trust, raising it to $128 million, Mr. Olish said.
