David A. Stella was named deputy secretary of the State of Wisconsin Department of Employee Trust Funds, Madison. Mr. Stella recently returned to the department as executive assistant from the $2.3 billion Denver Public Schools Retirement System, where he was executive director Mr. Stella held various management positions at the DETF from 1986 to 2001 before taking the Denver position.
Mr. Stella replaces David C. Mills, who was named executive director of the State of Wisconsin Investment Board, Madison, which has $66 billion in assets. SWIB manages the DETF assets. Mr. Mills will replace Patricia Lipton, who retires effective Jan. 2, while the board proceeds with a national search for executive director. Rhonda Dunn was named acting executive assistant to replace Mr. Stella. She was administrator in the division of management services.
