A seven-judge panel on Tuesday cleared the way for a trial on Pennsylvania Auditor General Robert P. Casey's right to conduct independent performance audits of two statewide pension funds. The Commonwealth Court panel overruled the objections of the $43 billion Pennsylvania Public School Employees' Retirement System and the $24 billion Pennsylvania State Employees' Retirement System, both of Harrisburg, to Mr. Casey's legal authority to conduct performance audits and order them to turn over documents he needs to conduct the audits.
