The District of Columbia Retirement Board, Washington, launched an emerging managers program to include new firms, as well as those with less than $1 billion in assets, in all its searches for new managers, said Betty Ann Kane, executive director. The program replaces the $2.2 billion pension fund's farm team program, which was aimed only at firms owned by women and minorities. Watson Wyatt is assisting.
