Sen. Tom Harkin, D-Iowa, plans to introduce an amendment preventing the Bush administration from using federal dollars to finalize regulations upholding cash-balance pension plans as nondiscriminatory to older workers, said Michele Evermore, a legislative aide. The amendment is being tacked on to the fiscal 2004 treasury/transportation appropriations bill, which is third in line for consideration in the Senate and expected to come up by the end of the month. The Treasury Department proposed such regulations last December and is working on finalizing those rules.
