Brockton (Mass.) Contributory Retirement System will issue an RFP by April 7 for an emerging markets equity manager to run $5 million, said Harold P. Hanna, executive director. The funding source has not been determined, he said. The RFP will be posted on consultant Wainwright Investment Counsels website at www.winvcounsel.com, he said. Proposals will be due in early May, and a selection is expected by early July, according to a source close to the plan.
Separately, the $160 million pension plan named EARNEST Partners, Evergreen Investments, Investment Counselors of Maryland and Strong Financial as finalists in its search for a manager to run $5 million in active domestic small-cap value equities. Mr. Hanna said officials may select a manager at the plans April 30 board meeting. The funding source is undetermined, he said. The plans asset allocation is 36% domestic equity, 34% domestic fixed income, 9% international fixed income, 8% international equity, 6% real estate, 5% venture capital and 2% cash.
