Brockton (Mass.) Contributory Retirement System will issue an RFP for an active domestic small-cap value equity manager to run $9 million, replacing Phoenix Investment Counsel, said Harold P. Hanna, executive director. Officials for the $168 million plan are conducting the search because of performance concerns, but they may decide to retain Phoenix after seeing results of the search, he said. The RFP will be posted this week on Wainwright Investment Counsels website, at www.winvcounsel.com, he said. Peter Hofmann, vice president of investor relations at Phoenix Investment Counsel, did not return a phone call requesting comment by press time. The funds asset allocation is 46% equity, 40% fixed income, 11% real estate and venture capital and 3% cash.
