Funding will probably come from its fixed-income allocation, but no decision has been made, he said.
Separately, the $320 million system hired Ashmore to run $1 million in emerging markets debt, its first investment in the asset class, Mr. Davis said. Plan officials want to "see how it works before making larger investments, he said. Morgan Stanley assisted.
