Walter Kevin Scott, former chief benefits officer of the $11 billion Indiana Public Employees Retirement Fund, Indianapolis, was ruled mentally competent to stand trial on federal charges of identity theft. U.S. Magistrate Kennard P. Foster had ordered Mr. Scott to undergo a psychiatric examination after witnesses told police that he had said he was contemplating suicide.
Mr. Scott is charged with using another persons Social Security number to pass a criminal background check required for his job at the state fund.
