Wisconsin State Investment Board, Madison, is shifting $8.32 billion into a Russell 3000 index fund managed by Barclays Global Investors, confirmed an official with the $60 billion system. Funding came by terminating three BGI index portfolios: $6.4 billion, S&P 500; $1.6 billion, S&P 400; and $320 million, Russell 2000. The move was made for efficiency purposes, the official said.
