West Pharmaceutical Services, Lionville, Pa., hired Vanguard Group as bundled provider of its $48 million 401(k) plan, said Donna M. Fuga, benefits manager. Plan officials are replacing American Express Retirement Services because of poor fund performance, she said. The plan will have 14 investment options, up from eight, she said. It did not use a consultant. Todd Wold, spokesman for American Express, said: "Performance of our mutual funds is our top priority. We are working very hard to improve performance."
