Susan B. Sweeney was named chief investment officer for the $20 billion Connecticut Retirement Plans and Trust Funds, Hartford, effective March 22. She replaces Thomas E. Flanigan, who was dismissed in December after he had been on the job for just seven weeks.
Ms. Sweeney, who will earn $210,000 a year in her post, was a senior consultant to state Treasurer Denise L. Nappier and the pension fund management division. Before that, she was senior vice president and CIO at Orion Capital for two years. From 1996 through 1997, she was vice president, financial planning and analysis at Travelers Property Casualty Corp.
