Safa Muhtaseb was named senior portfolio manager in the international active equity group of Goldman Sachs’ investment management division. Mr. Muhtaseb was an investment officer responsible for foreign equities at the $37.6 billion Virginia Retirement System, Richmond, where he has not yet been replaced, according to a system spokesman.
