Virginia Gov. James Gilmores attempt to retroactively cut contributions to the $37.5 billion Virginia Retirement System by $217.5 million a year died Wednesday when Lt. Gov. John H. Hager said the amendment to a Senate bill on teacher retirement was unconstitutional. The cut would have financed pay raises for teachers and other state employees. Lila White, a spokeswoman for Mr. Gilmore, said problems with the constitutionality of the bill could have been fixed in committee had lawmakers so desired.
