El Paso County Retirement Plan, Colorado Springs, Colo., named MFS, Janus and Nicholas-Applegate as finalists in its search for a manager to handle a $15 million active domestic large-cap growth equity portfolio. Funding will come from a Russell 1000 growth index fund managed by State Street Global, said David Klemmer, plan administrator. The $170 million plan also is conducting an invitation-only search for a manager to run $25 million in active small-cap core equities. Fund officials hope to make a selection this fall. The fund made the changes because it is moving toward more active management, Mr. Klemmer said.
